Customs clearance in India: the document set that clears first time
Petrobulk Team · 18 Mar 2026 · 6 min read
Most import delays in India are documentation delays, not inspection delays.
The core set - Importer Exporter Code (IEC) registered to the importing entity. - Commercial invoice and packing list that agree with each other line by line. - Bill of lading or airway bill. - Bill of entry filed on ICEGATE. - Certificate of origin where a preferential duty rate is claimed. - Any regulatory clearance: BIS, FSSAI, PESO, WPC, depending on the goods.
Classification is a decision, not a lookup The HS code drives duty, restrictions and licence requirements. For anything new, we recommend confirming classification before shipment, and documenting the reasoning. A well-supported classification survives a query; a guess does not.
Valuation Customs may question a declared value that sits well below comparable imports. Related-party transactions attract more scrutiny. Have transfer pricing documentation ready if that applies to you.
Preferential origin Claiming a lower duty rate under a trade agreement requires the correct origin certificate and, under CAROTAR rules, the ability to substantiate origin on request. Keep supplier declarations on file.
Practical timeline File the bill of entry in advance of arrival where the mode allows. Pre-arrival filing plus AEO status is the single largest lever most importers have on dwell time — and both are worth pursuing if you import regularly.
